Dear Association Members,
We've recently encountered an uptick in neighbor complaints that constitute either potential crimes or violations of county ordinances, such as noise, property damage, hit and run, loose dogs, overcrowding, and trash and debris. As such, these matters should first be referred to the proper authorities and only then to the Association so we can follow up and utilize our enforcement procedures as appropriate. In all such cases, please provide our management team with any report or complaint numbers issued to you, the name(s) of any responding officers or officials and any other information you may have. We will work with the authorities after the fact, and we will address any violations of our governing documents or rules and regulations, but please involve them first.
Noise Violations are considered Class 2 Misdemeanors and should be reported to the Prince William County Police Dept. ("PWCPD") at their non-emergency number, 703-792-6500, while the noise is in progress. Loud music, parties, barking dogs, operating equipment, etc. may all constitute noise violations depending upon the time of day, day of the week, and nature and duration of the noise. This is also a violation of the Association's rules and regulations and we will follow up on all such complaints once the authorities have been contacted.
Property Damage that does not constitute an emergency and where there are no known suspects should be reported to the PWCPD by
Filing a Police Report Online. You must be 18 years of age or older to file a report. In the context of this message, hit and run's have resulted in property damage and there have been no known suspects, so
filing a police report online would be appropriate. If the incident involves an injury, uncooperative party, or if information is unable to be exchanged, the incident must be reported to our the PWCPD non-emergency line at (703) 792-6500, or 9-1-1 in an emergency.
In Prince William County, Virginia, it is illegal to allow a dog to run at large, meaning off its owner's property and not attached to a leash. Loose dogs may be reported to the owner or the
PWCPD's Animal Services Bureau. This is also a violation of the Association's rules and regulations and we will follow up on all such complaints once the authorities have been contacted.
Complaints about
Occupancy & Overcrowding should be reported to Property Code Enforcement in PWC's Neighborhood Services Division
here. The Association can help here by managing access credentials by requiring proof of residency, and addressing some potential maintenance issues resulting from overcrowding.
Trash and debris on private lots may constitute a violation of the Association's maintenance requirements and rules and regulations and may be reported to our inspectors at
inspector@piedmonthoa.com. Similarly, trash and debris on Common Area may be reported to our management team at either
gm@piedmonthoa.com or
am@piedmonthoa.com. Vandalism should be reported to the PWCPD and then to our management team, and
graffiti may be reported to PWC Neighborhood Services Division using their online
Graffiti Reporting Form, and subsequently reported to our management team.
We know this is a lot of information to take in, but Piedmont is a large community impacted by multiple layers of jurisdiction. We hope this is helpful and look forward to continuing to serve you.
